He was born in the Kyzylorda, 1967.

In 1986, he graduated in specialty of Installation and Maintenance of machine units and automatic lines in the Alma-Ata Technical Institution. In 1994, he graduated with Oriental Studies degree in the Kazakh State University name after S.M. Kirov. In 1999, he post-graduated in the Almaty Management School; program "Corporate Management” was awarded the title of Master of Business Administration (MBA) in the Economics and Management qualification.

In the period 1998-2006, he worked as the Director of the Project Management Department, the KazTransOil JSC. From 2006 to 2008, he held the positions of First Deputy General Director and General Director, Mercury Engineering LLP. From 2008 to 2009, he held the position of the Executive Project Engineering Director at the Kazakh Institute of Oil and Gas JSC.

In 2009-2016, he was working in the various positions at KazTransGas JSC, as follows: Advisor of the General Director, Director of the Department for Gas Distribution Systems Management, Head of the Technical Regulation Service, Director of the Construction Department and Heating Plant GTS. From 2016 to 2020, he held the position of Director, Gas Industry Development Department of the Ministry of Energy of the Republic of Kazakhstan, where he was in charge of issues of state policy in the area of gas production and processing and gas supply, transportation and distribution of gas, export and transit of gas across the Republic of Kazakhstan.

In 2022-2024, he held the position of General Director of the Zhetysu-OblGaz Сompany, an authorized Company of the Akimat, Almaty Region in gas supply sectors, as well as the position - the Adviser of the General Director at the KOR Oil Company.
